First Responder: Skills include: Patient assessment and triage; basic wound management, including hemorrhage control; bandaging and splinting of fractures; basic life support (BLS), including use of semi-automated external defibrillator; other skills contained within the DOT First Responder NSC. Upon approval of the Department and recommendation of the Council, additional skills may be authorized upon written request of a local medical director, if such skills do not exceed the scope of practice for certification. Hours of training: 44-hour course, 12 hours biannual refresher training. Licensure requirements: National Registry. Recertification requirements: Maintain National Registry (First Responders certified by the state EMS Division before January 1, 2000 can maintain that status by completing a biannual refresher). Fee requirements: No state fees. Only related fees are through National Registry for testing, retesting and recertification.

EMT-Basic: Skills include: Patient assessment, including the determination of vital signs, diagnostic signs and triage; bandaging, splinting and the control of hemorrhage; treatment of shock, including use of pneumatic anti-shock trousers (PASG); CPR and use of only adjunctive airway devices, and use of semi-automated external defibrillator; maintenance of intravenous fluids, without medications and/or drugs added; rescue and extrication procedures; assistance of patient-prescribed medications, including sublingual nitroglycerin, epinephrine auto-injector and hand-held aerosol inhalers; administration of oral glucose, activated charcoal, aspirin, agency-supplied epinephrine auto-injectors, and albuterol per local medical direction; all other emergency medical care skills and measures included in the DOT EMT-B NSC. Upon approval of the Department and recommendation of the Council, additional skills may be authorized upon written request of a local medical director. Authorized skills for the EMT-B may be reduced or limited by local medical direction. Hours of training: 144-hour course, 24 hours biannual refresher training, 48 hours biannual continuing education. Licensure requirements: 18 years old; successful course completion; application; appropriate fee; signed felony statement; successful completion of NREMT practical and written exams. Recertification requirements: Current and continuous BLS certification; 48 hours continuing education; 24 hours refresher training; continued skill competency; application completion, including signed felony statement and fee. Fee requirements: Initial, $75; retesting, $75; license renewal, $10.

Intermediate EMT: Skills include: All skills listed in Subsection 310:641-5-30(a) for the EMT-B; establishment of vascular access for the administration of intravenous fluids, without medications and/or drugs added; administration of medications per local medical direction and approved by the Department; venipuncture to obtain blood samples; use and placement of definitive airway adjuncts for adults, children and infants. Upon approval of the Department and recommendation of the Council, additional skills may be authorized upon written request of a local medical director. Hours of training: 193-hour course, 36 hours biannual refresher training, 36 hours biannual continuing education. Licensure requirements: 18 years old; successful course completion; application; appropriate fee; signed felony statement; successful completion of NREMT practical and written exams. Recertification requirements: Current and continuous BLS certification; 36 hours continuing education; 36 hours refresher training; continued skill competency verified by medical control; application completion, including signed felony statement and fee. Fee requirements: Initial, $150; retesting, $50 (written or partial practical exam only) or $100 (full practical exam); license renewal, $15.
