The gulf between the two positions is unbridgeable. Coyle notes that previous attempts to bring EMS and fire under one roof countywide have gone nowhere and he doubts the present effort to do so on a more limited basis will be any more successful because so many entities would have to cooperate to make it happen. "No one person can make the decision to change. It is a committee of perhaps 100 people. No one is in charge," Coyle said.
