Beyond Lucid Partners With Oregon POLST Registry

SEPT. 30, 2019—The Oregon POLST Registry, based at Oregon Health & Science University (OHSU), has selected Beyond Lucid Technologies (BLT)—a health and safety technology firm that develops software to connect emergency response and medical transportation agencies with hospitals—to revitalize the Oregon POLST Registry (OPR). OPR is responsible for receiving Portable Orders for Life-Sustaining Treatment (POLST) forms, processing and housing the documents, and making them available on demand to caregivers—including emergency responders such as Fire & EMS agencies—seeking to ensure that patients’ wishes are carried out in their most critical moments.

The Oregon POLST Registry is the nation’s highest-volume POLST registry and has been recognized by the Office of the National Coordinator and Government Accountability Office as a leader in advanced care planning technology. OPR has received over 500,000 forms in the past 10 years, and nearly half of all Oregonians have a POLST form in the registry at the time of their death. The Oregon Health Authority and the OHSU Center for Ethics in Health Care are supporting the platform rebuild.

The platform rebuild will focus on three main areas: 1) more efficient POLST form entry into the registry to accommodate the increase in POLST submissions every year; 2) automated data reporting capabilities for enhanced continuous quality improvement; and 3) better POLST form accessibility for both POLST form submitters and emergency users. For the rebuild, BLT will leverage its experience in EMS and fire software development and the MEDIVIEW BEACON Prehospital Health Information Exchange (HIE) as a backbone technical architecture. To date, the MEDIVIEW BEACON Prehospital HIE has empowered over 100 hospitals to access real-time data from any EMS documentation system, while also receiving data from MEDIVIEW TRIPS / T.R.I.O., the first longitudinal (“over time”) records platform for both chronic and acute care that tracks social determinants of care in the same platform as 9–1–1 records. Inspired by successful “middleware” startups like Stripe and Twilio, among the key innovations Beyond Lucid Technologies will introduce is an API that lets prehospital agencies query and import POLST forms securely from any in-the-field charting software.
